Petrol Station close for 4 days?

I drive back home today and found out it was traffic jammed every where near by a petrol stations. Even the road going into my apartment also jammed. This picture was taken from my apartment window looking down the road. The Policeman already passed twice this road announcing the rumors of the petrol station going to be close are not true but still people queuing up.
